India is expected to overtake China as the main source of international students recruited to UK universities within a few years. Universities in the UK expect a surge in applications from Indian students, particularly for master's programs, following the mutual recognition of qualifications agreement signed on 21 July 2022.

India may overtake China as UK’s main source of International students

The total number is significantly higher than the 52,545 Indian students studying in UK in 2019-20, indicating that the gap narrowing between the students from India and China. In 2020-21, the UK welcomed 84,555 Indian students, with 73% coming for master's courses, the majority of which were one-year duration  China continues to send most of its students to the UK, but the rate of growth is slowing: 139,130 in 2019-20, and143,820 the previous year.

This year, India may surpass China in terms of the number of international students in the United Kingdom. According to the most recent Home Office figures, nearly 100,000 study visas were granted to Indian nationals last year, nearly doubling the number granted the previous year and only about 20,000 fewer than those granted to students of China.

Reasons for Increasing Indian Students Studying in UK

The growth in students from India is likely to have a major effect on the shape of UK higher education too. The probable reasons behind the growing numbers of Indian students in UK  are:

Post-study Work Visas Boosted Numbers

The UK government announced in 2019 that it would reintroduce the post-study work visa route for international students graduating on or after July 1, 2021. Since then, the number of students from India and other countries applying to study at British universities has skyrocketed. The graduate visa route allows international graduates to stay in the UK for two years to find suitable work, and three years for Ph.D. graduates.

The Agreement

The memorandum of understanding between India and the UK is part of the UK-India Enhanced Trade Partnership agreed upon by Prime Minister Boris Johnson and Prime Minister Narendra Modi last year. It covers A-levels and their equivalents, and undergraduate and postgraduate degrees, which should now be recognized in India.

According to the agreement, it will allow Indian students who graduate from universities in UK to apply for postgraduate qualifications or start government careers that require university qualifications when they return home.

It is also expected to increase the potential of UK nationals studying in India, allowing them to broaden their academic and educational horizons. It will allow institutions to develop courses that can be offered in both countries.

The UK and India have signed an agreement to mutually recognize each other’s post-secondary and higher education qualifications. The agreement was signed on July 21, 2022. This MOU would mean Indian senior secondary school or pre-university certificates will be accepted for entry into universities in UK, while UK’s A Levels and their equivalents and undergraduate and postgraduate degrees will be recognized in India.

Recognition of Academic Qualifications will Boost Student Mobility

In a press release, the UK government said the agreement will make universities in UK even more attractive to Indian students and will likely provide an economic boost. It will be beneficial to the UK of welcoming non-EU students is estimated by industry to be around 109,000 pounds per person.

The agreement will increase the potential for UK students to travel to India for studies and open the door for institutions to develop courses that can be offered in both countries. The agreement would also make a way for greater mobility for Indian students to opt for postgraduate courses in Britain.

More Job Opportunities 

The agreement will allow Indian students who graduate from UK universities to apply for postgraduate qualifications or undertake government careers that require university qualifications when coming back home. However, professional study degrees namely engineering, medicine, pharmacy, and architecture will not be included in the agreement.

The UK and India also signed MoUs executing Enhanced Trade Partnership (ETP). This commits to creating a task force to provide opportunities for Indian nurses and nursing associates seeking to train and work in the NHS. Also, to renew a commitment for mutual recognition of the Seafarers’ Certificate of Competency.

It is a landmark, historic agreement that has been many years in the making. Qualifications received from both sides will be recognized on both sides, making it easier for students to advance in education and move into jobs.

One recent factor for this is that during the pandemic, some countries only offered online and/or remote learning for long periods while others resumed in-person classes earlier. The trend of international students switching their preferred study abroad destination during the pandemic has contributed to a different competitive context for universities and countries. Here are the highlights:

• Canada gained more share may be because the US and especially Australia closed borders for a longer time.

Germany has seen international enrolments climbing throughout the pandemic to about 330,000. Germany’s top market is mixed among the 3 countries in terms of its regional diversity with significant numbers of students from Asia, the Middle East, Russia, Europe, and Africa choosing German universities.

The international student mix of Italy is quite varied.  In total, universities in Italy enrolled nearly 100,000 international students in 2020-21. The top 5 sending markets are Romania, Albania, China, India, and Iran.

In Spain, Latin America is a major recruitment focus for universities given the Spanish language relationship between the two regions. In 2019-20, 208,370 International students were in Spanish universities – up 12% from 185,145 two years earlier.

Current Demand Factors

European nations other than the UK are seeing increased interest from within the region. It is because the Brexit terms ended EU students’ ability to access “home fee status.” Faced with the prospect of paying the same fees as non-EU students for UK higher education, European students are looking for alternatives to their home countries. They are seeking out quality institutions that are both ranked highly as well as charge relatively less when it comes to tuition fees.

Other destinations within Europe are quickly becoming more popular for African and Asian students who might otherwise have chosen China, Russia, or Ukraine as their Study destinations. UCAS forecasts a 46% increase in international students by 2026.  A new report by the Universities and Colleges Admissions Service(UCAS), and the College Board forecast that the number of international undergraduate applicants in the UK will increase to 208,500 by 2026. The report was prepared after the completion of the survey by 1,300 students planning to study abroad.

Drawing on UCAS data and an early 2022 survey of prospective students conducted by the College Board highlights the continued appeal of the UK as a study destination. The quality and reputation of higher education, the perception as a safe place to live and study, and the opportunity to learn a new language and culture were the key factors to choose the UK for studying abroad.

What does the survey say about the UK?

The survey focuses on international students’ mindsets and what they want from their higher education experience. It showed that international students apply for a focused group of subjects, and are highly independent with their research. Around half of them are following in their parents’ footsteps. It is forecasted that there will be a sustained growth in interest to study in UK to continue into the next decade. 

• With borders opening up again, the survey responses emphasize that experiencing life in a different country, that is safe, and with a strong academic reputation, are the main motivations.
• Students from across the globe still hold the UK’s universities in the highest regard, with renewed interest in living and learning.
• During the pandemic, 88% of the international students considered the UK as a positive or very positive place to study, with 77% of students applying because of the strong academic reputation of the United Kingdom.
• In 2021, around half of international students accepted through UCAS to study at the universities in UK. They came mainly from 7 countries, with 2 in every 9 coming from China.
